Project Overview

Sacred Waters Developments is leading the creation of a transformative, four-tower mixed-use community hub at Lot 27 – 86th Avenue in Langley. This ambitious project will deliver approximately 1,600 mixed-tenure housing units, alongside approximately 1,100 square metres of commercial space and a 300-square-metre Indigenous-led community amenity.
  • Strategically located near Carvolth Exchange and a future Bus Rapid Transit station, this transit-oriented development will integrate Indigenous art, language, and design, fostering cultural identity while prioritizing family-oriented housing. Approximately 40% of the housing units will be family-sized (2- and 3-bedroom) homes, addressing Langley’s diverse housing needs.
  • This development is unique in its commitment to Indigenous ownership and self-determination—the Katzie, Kwantlen, and Semiahmoo Nations will retain full ownership and operational control, ensuring long-term economic benefits for their communities.

Objective

This Langley 4-Tower Development project is designed to directly address Langley’s urgent housing needs while advancing Indigenous economic reconciliation. Key priorities include culturally rooted design, transit accessibility, and sustainable development practices that create lasting benefits for the Nations.

  • Expanding Housing Availability: Delivering approximately 1,600 new housing units, including nearly 700 family-sized homes.
  • Enhancing Indigenous Housing Accessibility: Exploring a range of affordable homeownership pathways, such as rent-to-own and down-payment assistance programs.
  • Promoting Sustainable Transit-Oriented Growth: Reducing traffic congestion and emissions by leveraging enhanced transit connectivity.
  • Fostering Economic & Cultural Growth:  Supporting local businesses, economic activity, and cultural preservation through commercial spaces and Indigenous-led community amenities.
  • Ensuring Long-Term Economic Self-Determination:  Strengthening generational wealth-building through full Indigenous ownership and operational control.
By transforming underutilized land into a high-density, culturally significant community hub, this project sets a precedent for Indigenous-led development—one that balances housing needs, environmental stewardship, and economic reconciliation.

Project Overview

The Fraser Region Aboriginal Friendship Centre Association (FRAFCA) project is an ambitious initiative aimed at creating essential infrastructure improvements to support a new residential development in Surrey’s Clayton Neighbourhood. The project will incorporate comprehensive offsite utility systems and onsite civil works to enable sustainable urban densification while integrating culturally appropriate design elements.

Sacred Waters is operating as the Development Consultant for FRAFCA, providing development management support through all phases of the project.

Objective

The primary objective of the FRAFCA project is to address the severe housing disparity affecting Indigenous communities in Surrey, where 1 in 26 Indigenous individuals experience homelessness compared to 1 in 239 non-Indigenous people.  The project aims to provide deeply affordable and culturally appropriate housing for Indigenous residents, and create sustainable living spaces that foster a sense of community and cultural pride.
